PAHEL – Women on the Move
PAHEL, meaning ‘to initiate’, focuses on building capacities of Elected Women Panchayat Representatives (EWRs) to spearhead social changes in the areas within their constituencies. The project is currently implemented across six blocks in three districts of Bihar.
There are 54.1% of seats reserved for women in Panchayati Raj Institution in Bihar. Centre for Catalyzing Change recognizes the critical need to empower and support Elected Women Representatives (EWRs) to play an active role in the governance of their respective constituencies. The project, supported by, The David and Lucile Packard Foundation focuses on training of EWRs to address gender inequalities and improving reproductive health delivery systems within the community. A key strategy of the project is to strengthen leadership of EWRs to track service delivery as per the norms in their area.
PAHEL interfaces with elected women leaders to build their agency, encourages positive individual change and leadership as well as collective action by women at all three levels of the Panchayati Raj System. So far the program has reached out to 1200 elected women representatives. Mobilizing women leaders, PAHEL also reaches out to all women members of the legislative assembly (MLA’s) of Bihar as well as a women headed NGOs network URJA to engage them in supplementing the efforts made by the EWRs in areas such as family planning, reproductive health (FP/RH) and issues related to girl’s education.
